Erlton, Parkhill, and Rideau Roxboro neighbors, we've united to understand, question and respectively respond to the proposed land use change and development at 108 Mission Road S.W. On September 15, City Council gave first reading to the land use amendment application, with revisions proposed to the DC Bylaw. Council will vote on this land use change only when a new development approval is presented for approval, and based on the recent changes the applicant presented. What does this mean? See below.

Public Hearing — City Hall, Council Chambers
  • April 30, 2019 — The City announced they purchased the decommissioned Enmax site at 108 Mission Road SW and would like to use it to develop up to 18 affordable housing units. The land is currently zoned M-CGd72 which would allow 10 to 12 units on the site. 18 units will likely require a rezoning.
  • May 2025 (six years later) — The current applicant proposed a land use redesignation for a 6-storey multi-residential building at 108 Mission Road S.W. At that time, we raised several concerns regarding the proposal.
  • May 2026 (one year later) — The applicant held an Open House and presented a revised proposal for a 5-storey building. Except for a reduction in height, our  concerns remained and additional issues emerged. Shortly thereafter, the applicant submitted a land use redesignation application to the City of Calgary.
  • June 2026 — The applicant presented to the Calgary Planning Commission (CPC), (despite our group's request that this meeting be deferred until more information was available). The meeting proceeded and CPC made a recommendation to City Council to approve the application.
  • June 2026 — The applicant submitted a Development Permit application for the site, which appears to propose a 5 or 6-storey building (five residential storeys above a parkade integrated into the hillside).
  • Throughout this process, our group's concerns have remained consistent and legitimate. They include building height and massing, traffic and transportation impacts, parking, congestion, shadowing,, privacy, and compatibility with the surrounding neighbourhood. We have consistently requested meaningful dialogue and a collaborative approach to resolving these issues.
  • July 21, 2026-- City Council and the applicant finally heard us and requested a deferral of the July 21 Public Hearing. City Council voted 15-0 in favour of  the deferral until September 15so that transportation and traffic issues can be further assessed.
  • July 22, 2026 — We are encouraged  with this delay. We hope we can work collaboratively with the applicant and the City to ensure that whatever is built on this site addresses the community's concerns, including the transportation issues identified in the formal report prepared by our independent transportation engineer, JCB Engineering Ltd. We remain committed to working toward a solution that balances the need for housing with the safety, livability, and long-term interests of our neighborhood.
  • August 22, 2026 — We are actively preparing for the Public Hearing on September 15. Mark Your Calendars! Every voice counts. If you care about our communities, please attend.
  • September 9, 2026 — The applicant proposed concessions to the development with a decrease in height and density from 6 or 5 stories to 4 and 3 stories, and from 61 units to 45 units.
  • September 15, 2026 — As the applicant's concessions did not address our technical concerns, we continued to oppose the land use change at the September 15 Public Hearing after an 8.5 hour-long session. Council voted to defer approval until a new development permit was submitted for approval. We hope we are engaged in this process.
